We provide group or individual training for traffic judges on recent updates of the California child restraint laws, including but not limited to C.V.C 27360, 27360.5 and 15620; the types of infraction diversion classes, benefits of attending a class. etc.
Infraction Diversion
We provide infraction diversion classes, that meet and exceed recommendations under the California Vehicle Occupant Safety Program guidelines, with a primary goal to provide hands on skills and resources to empower the parent to keep their children in compliance with the law (C.V.C 27360, 27360.5 and 15620), even as the child grows. Under California child restraint law, the first offense is $100 base fine and with penalty assessments can begin at $600. In addition to this penalty, the violation also includes one-point on driving record. Traffic school is addition to the child passenger safety infraction diversion.
Why is Training Necessary?
- To increase awareness on risk of injury. One of the leading causes of death among children are car crashes and in most cases the result of children not being buckled properly as a passenger and/or their safety restraint system not being used or installed properly. Misuse of child restraint systems are high between 85-95%. When child restraint systems are used and installed correctly, the risk of death is reduced by 71% for infants, 54% for toddlers, and 59% for children restrained in a booster seat (NHTSA, 1996). More recent studies demonstrate similar findings illustrating a 74% reduction of childhood fatality when restraint systems are used and installed correctly (Am Fam Physician 2002;65(10):2085-90; UMTRI Research Review 2000;31(3):1-27).

- To understand the benefits to violators who attend an infraction diversion program. Whereas encouraging violators with the diversion program option provides them with the necessary skills and resources to empower them the ability to properly restrain their children, keeping them safe as motor vehicle occupants.
Typical Path of a Violator
The typical path of a CPS (child passenger safety), child restraint violator begins with law enforcement. Among both local law enforcement and California Highway Patrol, Roll Call training provides law enforcement with awareness on the need and how to properly enforce California child restraint laws. Upon providing enforcement and proper citation, the judicial system is the next step in the process leading to conviction.
Efficacy of Child Passenger Safety Diversion Class
Scientific studies have concluded that among parents who were ticketed for not restraining their children, when exposed to a diversion class, increased their use of a child restraint system compared to those parents who paid the fine only, as observed within three months of court proceedings. Among misuse of child restraint systems, studies further illustrate that when diversion classes include "hands-on" training, also improved rates of correct use (Violators of a child Passenger Safety Law, Pediatrics, Vol.114, No. 1, July 1, 2004, pp.109-115). A unique evidenced-based child passenger safety traffic diversion program has shown to be effective in increasing learning and application skills that decrease misuse rates and increase efficacy of practical skills of the parent necessary to ensure compliance with California child passenger safety laws (C.V.C 27360, 27360.5 and 15620).
